Expansion packages are priced per device per year, which is the part worth getting right before you order. The number needed is the extra devices multiplied by the years left on the base plan, rounded up. Adding one device to a 3 year Enterprise plan therefore takes three packages, not one.
Multiple expansion packages stack within the validity of the base plan. They cannot be activated on their own.
