Recharge and upgrade packages top up one resource only. They do not change your plan or unlock features, so adding one to a Standard account brings more of that resource while the Standard feature limits stay in place. The quota is pooled across your whole organisation.
Cloud storage holds the media, maps and flight records your fleet uploads. When a storage term ends you cannot add new data, but everything already stored stays accessible and is not deleted.
